Are there any FAQs about this? It is a fairly easy process to set up something like this. One would write a script to retrieve the gif from a URL and pipe it through the Gifscii program and then return the output to the person who made the query. If you some one is willing to put the scripts on their web server I would be happy to write the form and a perl script to handle the request.
