I had this problem in the past. In my case I think it was due to a non-standard character getting into a file I uploaded and posted with a Unix newsreader or Unix mail program. I use Microsoft Word which uses smart quotes. A single smart quote in a text file I posted would cause problems similar to the problems you had. Even standard carriage returns were corrupted by being in a file with a smart quote and became =20. The problem went away when I switched from smart quotes to standard straight quotes in my word processor. There are also text editors that will strip non-standard characters from a file.
