I think it was in Mesopotamia where, if you suffered theft or damages, the magistrates responsible for keeping peace in your area had to compensate you for their inability to protect you.

You read it right: the magistrate had to reach into his pocket and cover your damages because he was understood to be responsible, due to his inability to protect you. What happened afterwards is the magistrate looked for the gulty party and recouped the costs from his hide.

A shitty culture by today's standards, they understood simple concepts like responsibility and accountability.
