Knives don't write, but if you need to write something you are more likely to find a pen lying around than a good knife. ie. if I am at home and need to pick a pen for taking a note, I will find one in a drawer. If I am in the horseyard and one of the horses gets entangled with a rope, I won't have a knife unless I pack one myself. There is also the fact that no LEO is getting fooled by a tactical pen. It is gonna be classified as a weapon.
