New Projects catpoint, pointtools and utf8expr on bitreich.org.

There are three new projects on bitreich.org:

## utf8expr
* A utf-8-aware subset of expr(1) which is needed by the projects below.

## catpoint
* The official presenting tool for bitreichcon.

## pointtools
* These are helper tools for catpoint to easily generate presentations from
  a simple markdown subset.


The  reason  for them to be published is the ongoing planning for bitre‐
ichcon 2018.
