Bitreich IRC Logging disabled.

On irc.bitreich.org launch it was promised to turn off logging. Today
logging for ngircd on irc.bitreich.org was turned off.

In summary:
	* irc.bitreich.org enforces TLS for all users
	* you can use tor directly to connect to irc.bitreich.org
	* all usernames are rewritten to nicknames
	* CTCP is filtered except for /me
	* all users get the cloak »friendly.entity«, no IPs or hostnames
	  are leaked

This is to protect the privacy and anonymity of its users.
