       I'm fairly certain it tracks when user was last logged on
       (irrespective of whether or not they actually posted or
       responded), but will defer to Our Awesome Admin

       Last logged on, irrespective of posting or otherwise interacting
       with the comments in any way.

       As mentioned, it's logged on.
       If you want to see their posts to check for when the last one
       was, that is easily done.
