Biden claims he had meant to say "Poor black kids are just as smart
as rich kids."  This is not the first time he misspoke, and later did
so again in reference to the Parkland mass shooting.  But that iw who
he is.  And if he keeps it up, it may cost him his bid to win the
Democratic nomination.
