There were only a small handful of mass shootings that took place before 1980 or so. Why is that? Because up until that time the courts viewed the Second Amendment as protecting the rights of individuals. Today, the courts have changed their opinion, viewing the Second Amendment as protecting the rights of gun manufacturers, not people.
