wow... that's a large tank... i'd start by trying to get the old dried stuff to 
get some moisture back in it... spraying it with water and allowing it to soak 
before carefully scrapping it off...

you might even fill it and leave it for a few days and then use normal tank 
cleaning methods... it sounds like you have a job on your hands...
