The Synchronet FOSSIL driver is a thin compatability layer for TCP/IP... Synchronet does not do FOSSIL, it emulates it so FOSSIL programs can run over TCP/IP. It's relevent. As for RCS... it's effectively impossible to manually edit an RCS file.
