If the install was incomplete it could point to issues with regards to component registration and/or a missing VC++ redistributable -> when using wcstart wcsmtp will not load, so when trying to use command -> prompt to invoke it seems to proceed but no icon shows as running in . When invoked at the CLI does it appear when you type TASKLIST. That is are you certain the process is running? Are you running within a Windows7 user account where error reporting is turned OFF via: Control Panel > System and Security > Action Center > Change Action Center Settings? If error reporting is off you will not see the wcSMTP.EXE startup error(s).
