Generally any area will have at least one export link which is normally your mail feed. If you don't want to export at all then don't put any nodes in the Export to line. When you create new mail you'll be using FE to scan/pack mail to go out, normally FE will try and use the ECHOMAIL.BBS, NETMAIL.BBS, ECHOMAIL.JAM, & NETMAIL.JAM files to speed up processing. These files are normally found in the Messagebase folder as defined in FEsetup. If the files don't exist for whetever reason then FE scans through all areas to ensure there's nothing left to go out.
