4 people, not counting the pilot, 4x250K$ = 1M, probably not  
unreasonable considering that 100K$ probably barely pays for 1  
person's salary for a year at OceanGate. But.. there are  
certainly many more employees, plus ongoing costs, including  
development costs, transport costs.
