I find RLFOSSIL has plenty of foibles.  I run a batch file from it that then
runs the entire BBS rather than try and have it load each time you need it,
or it was very unreliable. So my RLFOSSIL command line tends to look like..

RLFOSSIL 0 1 C:\BBS\BBS.BAT

Then you can just do whatever you want inside the batch file, without having
to worry about things not being able to find a FOSSIL.
