Yes, I am as sure as you are.  IMHO, for a group that seems intent on
protecting peoples' privacy, there are some ways where they really want
to invade it.  That digital wallet idea is one of them.  Not being able
to pay cash means there are no ways to buy anything without a digital
paper trail.
