Because we're mostly talking about older software (e.g. 16-bit programs for MS-DOS) that hasn't been updated or supported in 20 or 30 years, the build tools and run-time libraries are no longer supported or updated (so they're not going to be migrated to 64-bit time_t's, even if that was feasible) and the source code to many of these programs was lost anyway.
