Yes I've had that.  It was good.

I think the sauce is worth making, but the Bloomin' Onion as you say is
just a novelty.

Here's one I found:

      Title: Outback Bloomin Onion Sauce
 Categories: Sauce/Gravy
      Yield: 8      Servings

    1/2 c  mayonnaise
      2 t  ketchup
      2 T  horseradish (little less)
    1/4 t  paprika
    1/4 t  salt
    1/8 t  garlic powder
    1/8 t  dried oregano
      1 ds ground black pepper
      1 ds cayenne pepper

Combine all ingredients and mix well. Cover and place in the refrigerator
for at least 30 minutes before serving.
