I'm from Argentina (thought you might figure that out, since my nickname heh..), and here we have a law that anyone boradcasting on commercial FM band, that doesn't interfere bother other radio stations can go on for at least 6 months straight without even filing a single paper for a permit, so that you have time to try out and see if your operation is feasible with the hardware you have. So, by the least, I'd have 6 months of broadcast bonanza ahead, before having to legally respond by filing for a permit. But hte main thing still will be online "broadcasting".
