ok i just installed MRC and had this same problem. If you open mrc.config.py 
and scrool down to:
# Pid file location
# This file is used for duplicate process checking
# Use a different location if you run multiple BBSes
# on the same machinepidfile    = "/mystic/mrc_client.pid"

you need to add the folder that the .pid file will be located. You can put it anywhere you want. But you do need to have a folder added there.

I'm guessing this is you problem.
