Yes, BBBS does a bad job of time zones. I just reset the TZUTC and TZ environments for BBBS and it still missed it for some reason.

BBBS will stumble over that once in a while, I don't know why. Outgoing tic
files seem to be stamped -0800 all year long, even in PST like now when it should be -0700.
