Subj : move synchronet and upgrade questions

I have version 3.15b installed on a very old computer, and am looking to
upgrade as well as move, hoping to keep all my settings if possible.  So I have
a few questions 

1. Will 3.15b run on Windows 10 x64 ?  Or should I upgrade to the latest then
move ?
2. If I want to upgrade to 3.18b, can I use the sbup316c, sbup317b, and
sbup318b to get to SBBS 3.18b ?
