ctrl\commsync.ini does not appear to be in the Synchronet CVS repository. 
Also, while reading the instructions in commservice.js, I noticed that the
following files are not in the CVS repository:
exec/load/chat.js
exec/load/commsync.js
ctrl/commservice.ini
