Are you sure? That should read:

# $Id: targets.mk,v 1.42 2017/12/13 21:25:21 rswindell Exp $

I'll just assume that's a typo. What does "cvs status" report about that file?
Should look like this (with a couple extra lines):

~/sbbs/src/sbbs3$ cvs status targets.mk

Okay, good. So the base64.h error went away. The symlinks build error is
mysterious. What if you remove that from the make command-line?
