Do you have something like this in your ctrl\ircbot.ini file?

[module_Poker]
channels=#poker
dir=/sbbs/mods/ircbots/poker/
lib=cardlib.js

If you have a channel specified (as opposed to "global=true") the module will
only be enabled in that channel by default. You can enable it in other channels
via:

!modules #channel +poker (where ! is your bot command prefix)

if that doesn't do anything, you may also need to manually enable the module
via:

!modules enable poker
