And Qualcomm does not deliver drivers to end-users. Give the contents of that ZIP a try. Unzip the files into a folder. Using Device Manager, pretend to update the device, and point it at the INF files, and see if Device Manager is "interested" in the two INF files. I don't know why there are two INFs, so you may end up trying them one at a time. While they could be "layers" to the protocol stack, I can't tell by looking at the INF files.
