The federally mandated minimim wage for wait staff in the USA
is $2.13/hour. I doubt it is much higher in Canada, even given
their currency rate.

at his places, and those folks make virtually next to nothing.
Of course, being a former president, he will never be charged
with having committed any crime ...

All employees share tips. Including dishwashers. It is all part
of the federally-mandated minimum wage, which is $2.13/hr in the USA.
This does not apply to those hired by contract, such as guests and
entertainers, who keep all tips.
