I've heard that they plan to release a new C++ standard every few years now.. 
Seems a bit crazy - Good that they're still putting new features in C++, but I
think it would be hard to keep up with all the changes with C++ moving that
fast - both for developers and implementors of compilers and IDEs.

C++ has had wstring and wchar_t for quite a while..  I'd think those would
handle multiple languages that need multi-byte characters.
