I am not sure how it works in Wisconsin but here if you file a state tax
return, iirc have a driver's license, and several other things non-voting
related, you can still get jury duty.

About the only way to avoid it is by having no form of state-issued ID or
any contact with state government where your address would be put on
record... so no unemployment insurance, interaction with child support, a
job that reports your income, etc.
