In order to keep autonomy, they must demonstrate to regulatory agencies they are self policing. I used to work with a guy that liked to read detective novels, and he would us e a line about a gardener knows what's growing in his patch. It relates to managing an area or system, and knowing what's going on officially and behind the scenes.
