Hi!

Updated version of tg_BSE. Added user profile. Over time, unregistered users 
(who do not have their own profile) will not be able to send messages to Fido. 
So far, tg_BSE only warns about this. Perhaps, in the future, this will not 
apply to the open Telegram groups.
As always, please test. ;)
