This warning appears when an unknown user (without a user profile) submits a 
message. Now this is just a warning and there are no prohibitions. I'm just 
considering doing this to keep Fido from spam.

Yes. It would be better that way. However, a bot cannot open a chat with a user 
by itself, and such a message may not be read forever.
