The problems are that we still need a common list of echo tags available to 
link to, and backbone.na mostly serves that purpose.

We have moderators who don't actively promote and contribute to their echoes 
- and a handful of moderators hanging on to many dead echoes.

The role of moderatorship has changed, as a feed cut is no longer an 
effective deterrent.

We have a list of echoes sorely in need of consolidation - I'd rather have a 
small handful of echoes with traffic than the current situation where I need 
to tell new sysops to go to the STATS echo to see which echoes are still 
alive.
