A lot of the areas are "moderated" by only a few moderators. They don't seem 
interested in promoting all their areas, and some aren't even that active at 
all...

Maybe if you (or anyone else) see an area that is currently more or less empty 
but are interested in promoting, you should ask the current moderator if you 
could take over the area?
