"TSPU"s (blocking devices) are installed all over the Russia and blocking a lot of websites with many bugs in configuration/settings. 3. Roskomnadzor/MVD/FSB are "asking" transit opeertors to do additional blocking. All this mess leads to many network problems which are different in different provider's networks.
