The dongle converts a block of frequencies (usually 1 - 2.8 MHz wide) to data that a computer can process. From there, everything is done in software. The dongle and software combine to create an incredibly versatile receiver capable of tuning into just about any signal that fits within the dongle's bandwidth. It's limited primarily by what software is available. RTL-SDR dongles range from $10 for eBay cheapies to $50 or more for the higher quality ones with TCXO (which gives much better frequency stability and accuracy). There's also an ebook available from Amazon ("The Hobbyists Guide to RTL-SDR" or similar), which will walk you through setting up the dongle(s) and using different software with it. This is a receiver, so the lack of licence won't be an issue, it'll be like a scanner on steroids, as far as you're concerned. :) .... NO CARRIER?
