Yeah, thats a good theory.

I would think there would be less Yoda's overall, since they are apparently a
long-lived species, with a very long period to maturity.  Typically lifeforms
like that do not reproduce quickly or often.  We've never seen Yoda tech, or
Yoda ships, or anything -- so your theory that they are out in the galaxy seems
 to make sense.
