Good idea, Seems like there's lots of general "events" that happen like:
* someone logs on
* a network poll completes
* a network inbound poll completes
* mail received on XXXX sub or echo
* netmail/email received to XXXX name
* tic file received

etc.

Wondering what'd be the right way to publish these events and then let some  
easy automation work to respond to them, using your example: to publish a  
message on a sub that new tic files were received.

Thoughts?
