We had something similar here in Maryland.  With limited funds and options, my 
first Internet access was PPP dialup to our local library.  They had several 
PRIs with digital modems on some routers, all connected to the Internet.  It 
was the cheapest option at the time and there were no time limits or anything 
like that.  I seem to remember the price being around $10/month.
