It also happens at a micro level in some rental properties where they have an "exclusive agreement" with one carrier only giving them a monopoly and you get horrible pricing as a result. For business connections around the states, there is a term called "Last Mile Connectivity". Basically where only (1 or 2) providers have fiber or some type of connectivity to the organization. You can use a 3rd party that will then use a different provider for "the last mile". In many cases, doing that you get better pricing than if you went with the company that actually owns the last mile. Strange, but that is often the result. I have not heard of that practice in the residential world. In the states you are considered lucky if you have just two different options.
