Openreach were spun off to manage the last mile stuff so inherited basically nationwide reach from the old British Telecom network. The last mile stuff is pretty cheap so business and residential providers use it - you can buy BT retail broadband over Openreach fibre but it's not the cheapest. Thanks to legislation the whole thing has to be open, even down to pulling fibres through Openreach ducts (where there is room). Multi tenant buildings do the same thing here - building owner gets punted a couple of grand for exclusivity, tenants get rinsed for awful Internet at bandit prices and can't do a thing about it.
