Bribing a high-level Senator with a "Must Have!" item causes a greater effect than bribing a low-level Senator with a "Must Have!" item. .=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=. | Note: This effect is temporary. I may be wrong. The rarity number of the item is what affects how much a Senator will like an item. See the "Bribing (In-Depth)" section for details. Even though the Collector specialist will raise rarity, it will not change how the Senator reacts toward the item even if the Collector pushes the item's rarity into a different reaction range. Tengan, a legendary Senator, does not follow the rules! He doesn't want any particular rarity, but rather wants a particular item type. He'll announce exactly what once you enter the Assembly. If you give it to him, his status will instantly change to Love<3. White Dragons are the self-imposed, incorruptible, Holy Paladins of the Netherworld so they won't accept bribes. If you even try to bribe one, a dialog box will appear and tell you the Senator is too angry to accept bribes. When this happens, the approval of the Senator decreases. That's not all there is to bribing. There are several special items designed to be used in the Dark assembly. Sometimes more than one is required to have the intended effect. All of these items can be bought at the Bribery Specialists shop in Item World Mystery Rooms, or obtained from the Bonus List of various stages. Here they are. Hard Liquor Makes a Senator drunk Medicine Makes a drunk Senator sober Chloroform Puts a Senator to sleep Bomb Wakes up a Senator Angel Cake Everyone is "Interested" in it (except White Dragons and Tengan) Gold Bar Everyone "Must Have!" it (except White Dragons and Tengan) Drunk Senators do not always react the right way according to the item you give them and they seem to lean a little more toward "Nay". Senators that are asleep are unable to accept bribes and will not vote. Whether or not a Senator likes Hard Liquor, Medicine, or Chloroform is given by the rarity number; it works the same way as other items. Senators never like Bombs getting thrown at them (who would?), so that will always result in a negative effect--one that won't take effect until after the proposal. Bombs will also damage the Senator and any surrounding Senators, but the damage is minimal, so killing them doesn't seem viable. Gold Bars and Angel Cakes can be a big help with bribing, but aren't needed most of the time. Unfortunately, they're quite rare, so finding out the right rarities for the Senators could be more helpful in the long run (see the "Bribing (In-Depth)" section for details). ------------------- THE VOTE ------------------- Once you have bribed all the Senators and whatnot, you've got to let them vote on the bill. Press the Triangle Button (/_\) to bring up the menu. From there, you can either: "Begin Vote" or "Return to HQ". Returning to HQ cancels the vote and lets the Senators go on with their "lives". Beginning the vote allows all the Senators to cast their votes (or continue sleeping). Each one will either vote "Aye", "Nay" or "Zzz" (doesn't count). At the bottom of the screen will be a gauge with Ayes on the left side and Nays on the right. There will be a number above each one that represents the total approval/disapproval of the Dark Assembly toward the bill. The amount each Senator contributes to this gauge is given by his/her "Influence" or "Voice". The Higher the Senate, the higher the voice. Because of this, four Wood Golem Party Senators can override seven White Dragon Party Senators. ------------------- AFTER THE VOTE ------------------- If the bill gets passed, great. If not, you've got two options: "Give up" or "Persuade by Force". Selecting to Persuade by Force will begin a battle with the Dark Assembly. Luckily, a Base Panel will appear so you can deploy any of your characters to deal with them. "Aye" Senators will be neutral and not do anything while "Nay" Senators will be hostile. The bill cannot be passed until all hostile Senators are defeated. Senators that were asleep will now remain that way for several rounds. Senators that were drunk will have the Amnesia status effect, disabling them from using Specials; it will last the remainder of the battle. You can just outright kill them, but that will result in them liking you less on later proposals. Passing by "Fusion" is better. To do this, locate a neutral Senator that is of high level. Then throw hostile Senators onto the neutral Senator or vice versa. As long as the enemies are lower level than the neutral Senator, they will be "killed" and the neutral Senator will remain--still neutral. Note: The levels of both Senators will be combined. The reason this is better than just killing the Senators is because although they will be on your record as "killed", their attitudes will not have changed. ------------------- CELL PHONES ------------------- There are many different types of cell phones available in this game. Six of them in particular relate to the Dark Assembly. There is one for each Party and they are all to be used outside of battle. When you use one, you'll have a conversation with a specific Party's Headquarters. Then, for the next bill only, all members of that Party will have +20 affection points. When you use one, it is gone forever, but you can always get another, or even have multiple at the same time. If you use more than one for the same Party before a single bill, it will not benefit you any more than if you simply used one of that type. You may call more than one Party's Headquarters before a single bill and everyone you called will have boosted approval. ------------------- FELONIES ------------------- Other than bribing and cell phones, the only reliable way to increase approval is through Felonies. For every two (2) Displayed Felonies on the character proposing the bill, all Senators' attitudes will temporarily increase by 1 point. This can be also described by this formula: Affection point boost = Trunc[F / 2] Trunc = Truncate function; remove decimal. F = Number of Displayed Felonies on character proposing the bill. ------------------- OTHER INFO ------------------- When you select a character to address the Assembly, all the Senators that will attend each proposal and their attitudes are immediately set. Re-selecting the character will result in the game randomly selecting new Senators, along with their affection points also changing slightly due to a very small, temporary randomization Modifier that ranges from -5 to +5 points. This will not drastically change the attitudes of the Senators or the fact that certain Senators like to appear more on certain bills. Bill Modifiers are similar to the random Modifier in that they change the affection points of the Senators attending the bill. They are, however, not random. Each bill has a fixed Modifier that never changes. Using the random Modifier, Bill Modifiers, the base affection points of each Senator plus cell phones and Felonies, the game calculates an overall percentage approval for each proposal. It basically lets you know how well you're going to do on the bill, although it won't be exact. Legendary Senators will not take part in this percentage, allowing them to even more proficiently sway the vote. They will, in fact, replace a Senator that was scheduled to be there, one that affected the percentage. Before entering each proposal, the projected percentage approval is located in the upper-right corner of the screen. You can describe the Felony boost in this percentage by saying that every two Displayed Felonies increases overall approval by approximately 5/12 of a percent (0.41667%), for a total of 245/12 of a percent (20.41667%) with 98+ Displayed Felonies. =============================================================================== 2.00 BRIBING (IN-DEPTH) =============================================================================== Bribing is the most important tool you have when it comes to passing bills. That's part of why I gave it its own section. Here I'll go further into detail how bribing works. As you should already know (because I mentioned it before), the rarity number of an item is what affects how much a Senator will like the item. In my game, I slowly compiled a huge list of how each Senator reacted to each rarity. It took FOREVER. Unfortunately, those values only work for my game because they are randomly determined when you select the "Start" option from the main menu, which is probably what you did when you started the game for the very first time. With all the data I have collected, I figured out quite a bit about how rarity works. Those are reaction ranges. Different reaction ranges cover different amounts of rarity values. For example, the "Must Have!" range always covers 15 rarity values while the "Does Not Want" range always covers 81 rarity values. The other three reactions are split into two ranges. The total number of rarity values contained within each reaction are as follows. Does Not Want 81 Not Very Interested 48 (24 per range) Slightly Interested 48 (24 per range) Interested 64 (32 per range) Must Have! 15 If you add all those up, you'll get a total of 256 for all 256 rarity values possible (0-255). Each Senator has a rarity value he most desires. From here on out, I'll call it [D]. [D] is the very center of the "Must Have!" range and is used to determine how the Senator will react to all other rarity values. All Senators except Tengan and White Dragon Party Senators follow this pattern in relation to rarity. Rarity: [D+88] to [D+168] Does Not Want Rarity: [D+64] to [D+87] Not Very Interested Rarity: [D+40] to [D+63] Slightly Interested Rarity: [D+8] to [D+39] Interested Rarity: [D-7] to [D+7] Must Have! Rarity: [D-39] to [D-8] Interested Rarity: [D-63] to [D-40] Slightly Interested Rarity: [D-87] to [D-64] Not Very Interested Rarity: [D-168] to [D-88] Does Not Want If one of your rarity values goes below 0 or over 255, add or subtract 256, respectively. For example, if [D] is 59, the second "Not Very Interested" range would incorrectly be [-28] to [-5], so we would have to add 256 to both values to correct it, making it [228] to [251]. By the way, both "Does Not Want" ranges are identical; I just made two so it looks more symmetrical. As I said in the Basics section, the exact affection point change from the bribe can vary throughout the same reaction range. Much thanks to HenryEX for figuring out these values. Notice that the affection point change differs every eight (8) rarity values. Because of this, we can use this handy formula pointed out by ragnarokesper on the Disgaea: Hour of Darkness board at GameFAQs. Affection point change = 8 - Trunc[|D - R| / 8] Trunc = Truncate function; remove Decimal. |.....| = Absolute Value; always Positive. If it's negative, make it positive. D = The rarity value the Senator most desires; in the middle of the "Must Have!" range. R = Rarity of item. Now, obviously, none of that means anything if you can't find [D]. To do this, you'll have to find the top or bottom border of the "Must Have!" range, which will be [D+7] or [D-7]. To find one of the borders, you'll need to find a spot where the Senator's reaction shifts from "Must Have!" to "Interested", which can only be from [D+7] to [D+8], or from [D-7] to [D-8]. To find that, just try a bunch of rarities near a known value in the "Must Have!" range. To isolate [D], you could do just as I have outlined, or you can follow this complicated procedure. 1. Fill your item bag with anything you want. 2. Enter a proposal. It does not matter which one. Attended bills cost 0 Mana. 3. a. Select a Senator. b. Look at the items he "Must Have!". Write them down or remember them. 4. Return to HQ. 5. Find the average of the rarity of those items. If it's a decimal, round it to the nearest integer. We'll call it [A]. If you have more than one rarity value and one of them is below 14 while another is above 241, add 256 to all of the values that are below 14 before calculating the average. 6. a. Put an item in your Item Bag for every rarity value that is between [A-8] and [A+8]. If the rarity value goes under 0 or over 255, add or subtract 256, respectively. b. Organize your Item Bag with those items in order of their rarity; it does not matter how, but just make sure you know which item has which Rarity. 7. Enter a proposal with that same Senator from before. You might have to try a few times to find him/her. 8. a. Select that Senator and scroll down your list of items. The reaction will change from "Must Have!" to "Interested" once or twice. If it's twice, ignore one of the changes. Remember which two items it changed at. You have, in fact, already found the top or bottom border of the "Must Have!" range, but if you don't know which it is for some reason, do this: b. Return to HQ. c. Of those two items, record the rarity of the one that was in the "Must Have!" range as [B], and record the rarity of the one that was in the "Interested" range as [C]. If either [B] or [C] is 255 while the other is 0, add 256 to the smaller of the two to remake the variable. Then use this equation. [D] = [B] - [(C - B + 1) * 7] + [7] If [D] goes below 0 or over 255, add or subtract 256, respectively. That's just a simple algebraic equation that will give you [D]. It isn't necessary if you already know where one of the borders is. [D] will still be the same for all your Senators even if you start a New Game + or if you save your game onto another file, but if you restart the game all over again by selecting the "Start" option from the main menu, it will be randomized. =============================================================================== 3.00 CHARACTER CREATION =============================================================================== The Dark Assembly allows you to create new characters. To do so, you must first speak to the Dark Secretary. Then you must select a character who will be expending his/her own Mana to create the new ally. The creating character will become the "Master" and the created character will become the "Student". The Master/Student relationship is by far one of the most important features resulting from use of the Dark Assembly. To begin with, the Master gains 10% of the natural stats of his/her Student. If the Master has multiple Students, then for any particular stat, whichever Student has a higher value is the character that supplies the Master with the bonus. For example, if the Master has two students, one having a higher INT stat and the other having a higher ATK stat, the Master will receive 10% of the INT of the first Student while also gaining 10% of the ATK of the second Student. The bonus is calculated every time each Student gains a level. If the Master reincarnates, the bonus will be lost until the Student gains another level. Because of this, if you are trying to benefit from this relationship, you should level the Master first, then the Student. The complete Master/Student stat boost is capped at 28,000 points per stat (112,000 for HP), very minor compared to other boosts available, so don't give it too much attention. Whenever the Master stands next to the Student during battle, the Master gains access to all the spells of the student. If he/she uses one enough, it will reach level one and will become "learned" by the Master, so that he/she is then able to use it whenever he/she wants. On top of all that, a Master and a Student also have a 20% higher chance of successfully performing a team attack. See my Team Attack Table for more on the subject. The next step is to select the character to be created from a list of classes available. There are 17 total generic Humanoid classes and 17 generic Monster classes in the entire game, each with 6 "tiers". Early on, you'll only have a few classes and only the first tier unlocked. Higher tiers are generally much stronger than lower tiers, having higher Basic Stats, Aptitudes, and Weapon Proficiencies. Select the character you think is best suited for the environment in which you'll be placing it. The next step involves choosing the "Capability" of your character. A Character created with a higher Capability will have a higher "Ability Bonus" which translates to "bonus points" which are spent on stats before the character is created. The six levels of Capability are: Good-for-nothing, Incompetent, Average, Skilled, Distinguished, and Genius. Here are the amounts of base bonus points you get for each Capability. Good-for-nothing -5 Incompetent 1 Average 3 Skilled 6 Distinguished 8 Genius 10 Characters of higher Capability require substantially more Mana to create, but it definitely pays off later on. Creating Distinguished or Genius characters requires the approval of the Dark Assembly, so if your standing isn't too great with them, don't try this because it might be rejected and all your Mana will be wasted. Select the Capability that won't cost you too much Mana, but also won't result in an "accident" character that you end up deleting because it's too weak to hold its own. Next, you must choose the name of your character. It can be a maximum length of fifteen symbols long, or as big as the box. Use the D-Pad or Analog Stick to navigate across the makeshift keyboard. Use the X Button to select a symbol for the currently highlighted part of the box at the top of the screen. If no part of the box is highlighted, the symbol will appear after the last one there. Enter whatever name you want. Now you must distribute the bonus points to the Basic Stats of your character. The current amount of bonus points left to allocate is located in the upper-right corner of the screen. If you chose Good-for-nothing, you'll have negative bonus points which means you'll have to subtract from the stats of your character. If you chose a higher Capability, you get to add bonus points to your stats so that they will be initially larger at level one. Finally, this screen displays everything about your_character if you were to create it right now. Pressing the Square Button (|_|) will cause the view to change slightly. If you press the Circle Button (O) and then promptly the X Button again, your character's stats and elemental affinities will be slightly different than they were before. This is due to randomization. You can do it as many times as you want for different results. The stats' randomization pattern will follow this formula. Level 1 Stat = [Trunc(Base * 0.94)] ~ [Trunc(Base * 1.06)] Trunc = Truncate function; remove decimal. Base = Stat you went with from the Bonus Point allocation screen. The tilde (~) represents that the Level 1 Stat can be any integer between both parts of the equation separated by that symbol. You can use this randomization to your advantage to get higher stats, or particular elemental affinities. Note: One Affinity will always be 50%, another will be 0%, and the other will be -50%. You can only use randomization to change which one has which value. Note: The first tier of the Dragon Zombie class sometimes has all affinities at 0%. After all that, pressing the X Button will finish the creation of your character. Then you can do whatever you like with it. Just something you should know: The maximum number of characters you can have is 128. You can have 116 generic characters and 12 story characters. The slots for the story characters are reserved if you don't have them yet, so there's no way to keep them out of your party short of not advancing through the story. =============================================================================== 4.00 CHARACTER REINCARNATION =============================================================================== First off, reincarnation is different than creating a new character, this is where you re-make one you already have. When you do this, you'll re-start at level one, but with several benefits, one being that none of the capabilities require approval for reincarnation, which means you can use the handy trick of creating a low-Capability character, then reincarnating him/her at Genius without having to see the Dark Assembly. To reincarnate, first select the character to address the Dark Assembly. Then select the "Reincarnation" proposal. It initially costs 100 Mana, but more will be added on depending on the Capability of reincarnation. You'll now be taken to the the screen you saw before when you tried to create a new character. Now you must select the class/tier you would like to become. You can choose any generic class you've unlocked. Note: You'll keep your Felonies. After that, you will be taken to the screen where you must choose the Capability of the character. The Capability no longer only affects initial bonus points. Now, if you choose a higher Capability, you will get higher "Yellow Bar". Yellow Bar is based off your natural stats immediately before reincarnation and is added onto your Basic Stats; it's completely different from bonus points. Depending on the Capability of Reincarnation, there's a maximum amount of Yellow Bar you can have, as shown below. Good-for-nothing 15 Incompetent 20 Average 25 Skilled 30 Distinguished 35 Genius 40 A Yellow Bar value of 40 points per stat requires at least 280,000 stat points for each one. Reincarnation Counter: This represents the total number of times you've previously reincarnated. It does not affect anything, but serves just to let you know how many times you've reincarnated. about Capability is that each one has a maximum amount it will let you to have in a stat before randomization, as shown below. Good-for-nothing 243 Incompetent 248 Average 253 Skilled 255 Distinguished 255 Genius 255 In addition to the 200 max bonus points from stored levels and the 10 bonus points for reincarnating as Genius, you also get 10 more bonus points for reincarnating into the same class/tier 10 times in a row. They will not show up in the Capability selection screen, but you'll see them on the bonus point allocation screen. If you switch to a different class/tier, you'll still keep the extra bonus points. Aside from normal reincarnation, if you're a generic character class, there's also a special kind of reincarnation you can do by selecting the proposal: "Reincarnate into a Prinny". This will result in the character being turned into a Prinny and his/her Displayed Felonies being removed. Another effect is that his/her ally kills will be set to zero (0). Once a Prinny, you can propose the "End Prinny Reincarnation" proposal to turn back into a generic; you'll be able to reincarnate into any class you want, not just the one you were before reincarnating into a Prinny. Note: Doing an ordinary reincarnation into a Prinny won't be the same as doing the real thing. Story characters have a different proposal: "Reincarnate to Atone for Sins". This will basically do the same thing as a normal reincarnation, but their Displayed Felonies will be removed and their ally kills set to zero (0). They don't have an equivalent of "End Prinny Reincarnation", but the "Reincarnate to Atone for Sins" proposal costs twice as much Mana as "Reincarnate into a Prinny". Also, when you reincarnate, you retain a certain percentage of Weapon and Skill Mastery that you had before Reincarnation. That percentage will be listed as "Inheritance". Here are the values and their corresponding Capabilities. Genius 95% Distinguished 85% Skilled 75% Average 65% Incompetent 55% Good-for-nothing 45% -------------------------- SKILL EXP REGAIN FORMULAS -------------------------- When you're trying to max stored levels, you'll lose a certain amount of your weapon and skill mastery because you're reincarnating so much. It will take a certain amount of hits to regain what you lost, so I made these formulas below. When you get the result from one of the formulas, round that value up to the nearest integer. This formula calculates how many times you will have to use a Skill to raise it your Skill EXP back up to what it was before reincarnation. [25 * L * (L+1) + F] * [C] / [E] / [1 + (M / 100)] L = Level of Skill Mastery before reincarnation (available in game) F = Leftover Skill EXP before reincarnation (available in game) C = Capability of Reincarnation: - Genius = 0.05 - Distinguished = 0.15 - Skilled = 0.25 - Average = 0.35 - Incompetent = 0.45 - Good-for-nothing = 0.55 E = Skill EXP gain rate: - Class-specific Skill: E = 20 - Magic Spell: E = 10 (Skulls naturally get +5; +1 more per 2 Lovers) - Weapon Skill: Varies (It's in my Character Guide at GameFAQs, Neoseeker and some other sites) M = Level of Mentor Specialist -------------------------- WEAPON EXP REGAIN FORMULAS -------------------------- These formulas calculate how many times you will have to use a Weapon to raise your Weapon EXP back up to what it was before reincarnation. There are two because there are two Weapon EXP formulas. Each one based off a different Weapon Mastery (WM) level range. Weapon EXP is ONLY increased by using normal attacks, counterattacks, and Weapon Skills, not Class-specific Skills or Magic Spells. WM Level <= 20: [50 * L * (L+1) + F] * [C] / [E * (1 + (A / 100)) + Trunc(E * 0.2)] WM Level >= 20: [21000 + 2000 * (L-20) + F] * [C] / [E * (1 + (A / 100)) + Trunc(E * 0.2)] L = Level of Weapon Mastery before reincarnation (available in game) F = Leftover Weapon EXP before reincarnation. This one is a bit complicated, so based on how full the bar appears, use a percentage of the value acquired through these formulas: - WM Level <= 20: F = [50 * (L+1) * (L+2)] - [50 * L * (L+1)] - WM Level >= 20: F = 2000 (not really a formula) C = Capability: - Genius = 0.05 - Distinguished = 0.15 - Skilled = 0.25 - Average = 0.35 - Incompetent = 0.45 - Good-for-nothing = 0.55 E = Weapon EXP gain rate; the same as for Weapon Skills. A = Level of Armsmaster Specialist Trunc = Truncate function; remove decimal. =============================================================================== 5.00 ATTEND A DARK ASSEMBLY =============================================================================== Adell has the option of becoming a Senator himself. To do this, you must pass the "I want to become a senator" bill. Adell will now have an option at the bottom of his list called: "Attend a Dark Assembly". When you select this, there will be a shorter list of proposals that Adell can attend to. He will be one Senator among many. Strangely enough, the other Senators seem nearly oblivious to the actual requester and will vote the same way as if YOU were proposing the bill. An exception to this is that Felonies on the requester WILL have an effect on the attitudes of the other Senators, and Felonies on Adell will NOT matter. The only way the requester can have Felonies is if it's one of the "Be the main character" proposals. If it's one of the "I want more voice" proposals, any Senator of the same Party as the requester will get a temporary +50 affection point Modifier in lieu of the normal -50 Modifier. The way Adell votes does not affect any other Senators. You can also bribe the other Senators just like on other proposals. Adell himself can, in fact, accept bribes as well. To do this, select the bill requester to open up his/her Item Bag. There will be a total of 10 items inside; they can be normal, rare, or even legendary. The first time you enter the bill, the items can be fairly good--about a maximum rank of 31. On every subsequent visit (if you didn't pass it) the requester will only have junk that is about rank 1-7 or so. To take an item, simply select it with the X Button. Just as you might not give a Senator your Perfect ATK Makai Wars, the requester can refuse to give you a particular item. If this happens, you'll have to select it more times before he/she yields. This isn't necessarily a good idea, though, because every bribe you attempt to take subtracts 10 points from your Influence for this bill's vote. Your Influence starts at 30 points and can go up by 30 per "Stronger Voice" proposal for a maximum of 120 points. Once you're done with all that stuff, you can start the vote with "Aye" or "Nay", or return to HQ. Because these bills don't cost Mana, using them to bribe Senators and then returning to HQ can be a great bribing tactic, as all you will need is the 200 Mana to become a Senator. Any bribes you received will still be yours, so don't fear repeatedly doing this for items. Adell's vote will be cast first, the others following successively. If the bill is passed, then so be it. If it is not passed, you can "Give up" or "Persuade by Force". Don't worry about giving up because losing Mana is no longer an incentive to create a slaughterhouse. Persuading by Force is the same as for non-attended bills, except they all go after you and ignore the requester. If the requester dies, it will not affect the outcome of the proposal, meaning that he/she will appear at the end of the fight as if it never happened. Some attended proposals have a negative effect and are there to be amusing. Others can greatly benefit you. An example would be the "I want more voice" proposals because they can minimize the effect of less controllable senators. Note: These bills cannot be reversed except by starting a new cycle. =============================================================================== 6.00 ITEM ASSEMBLY =============================================================================== The Item Assembly is a special sector of the Dark Assembly found in Item World that is designed to modify the item in which you currently reside. You can access it by talking to the Chicken in Innocent Town, whom is sometimes available every ten floors of an item. The Chicken does not always appear and has been known to be quite evasive at times, so don't fret if you have trouble locating him. This guy's behavior is pretty erratic, so I won't even dare trying to pull out some fake percentage chance to appear. Speaking with the Chicken is basically the same as speaking with the other two Dark Secretaries, but you now have different proposals available. They all pertain to the item in which you are located, so some proposals will not appear if you are in the wrong type of item. You can only propose one bill each time you enter Innocent Town. There's also a limit to how many times you can see the Chicken. Legendary items have the limit of three (3) Chicken encounters, Rare items have the limit of two (2) Chicken encounters, and Normal items have the limit of only one (1) Chicken encounter. Once you have encountered the Chicken the maximum number of times in an item, you can never reach Innocent Town in that item again. One thing you will notice when you try to pass an Item Bill is that there are Geo Symbols and Geo Panels on the map. If you happen to get into a fight with the Senators, the Geo Effects may help or hinder you, so take this into account if you ever Persuade by Force. =============================================================================== 7.00 BILL LIST =============================================================================== The "Modifier" refers to the temporary difference in affection points all Senators attending the bill will have. ================== 7.10 GENERAL BILLS ================== These are General Bills that are pretty much always available. The INT increase is approximately two-fifths of the HIT increase. Belts increase ATK and decrease SPD. The SPD decrease is approximately two-fifths of the ATK increase. Shoes increase MV, JM, and SPD. There are three types and levels of weights. They increase one stat and decrease two others by the same amount. They also put your character's minimum HP to 25%, rounded down. If your character dies while he/she has one equipped, he/she will be revived at the end of battle with 1 HP and the weight is destroyed. The main purpose of weights is to put your characters into critical status so you can benefit from their special abilities. You can un-equip it once they are in critical. If a character is healed while he/she has a weight equipped, his/her HP will not exceed 25%. ================ 7.20 CLASS BILLS ================ Here's a list of all the bills that unlock humanoid classes. You can't create the first tier of a class until you've killed one of it. To capture a higher tier, you have to be able to create it. For example, if you're trying to capture a fourth tier monster but you only have the third tier unlocked, the monster will kill everyone in your Base Panel and remain on the map with at least 1 HP. Normal items naturally have a POP limit of 4, Rare items have a POP limit of 5, and Legendary items have a POP limit of 6. The maximum POP limit is 8 (it has to be increased to reach this). Each Item King or Item God killed increases the current POP limit by 1. If Adell gets charmed by her, he'll receive the title: "Archer Guards". Morpheus - Shoots sparkling dust into the Dark Assembly, putting to sleep several other Senators. Ares - Punches off the whole row on one side of him. The Senators go flying off into space and their votes are negated. If Adell gets punched off, he'll fall back down (not be blown into the sky), but his vote won't count. Tengan - Will ask for an item at the beginning of the Assembly. If he receives it, he'll instantly Love<3 you, otherwise his status will be Loathe. He'll just ask for generic item types, and nothing specific, so it's not too difficult. He resets after the vote, so you basically have to give him the right item every time he appears. It's a real killer if you don't since his vote is worth 450 points. My recommendation is to carry one of every item type every time you enter a proposal you're not sure you can get passed in case he appears. That way, he can help you win the vote. Bombs damage nearby Senators and make everyone hit by them start out hating you after the bill, so you'll have to re-bribe them to make them happy. Catnap - Level 5 =============================================================================== 9.00 BILL PASSING STRATEGIES =============================================================================== When it comes to passing bills, the best thing to do is bribery because in the long run, killing senators takes way too long if you want to pass lots of bills. To make bill-passing a lot easier, do the following steps. 1. Empty your Item Bag. 2. Go to a shop. The accessory shop is cheapest, but has the shortest list. 3. Fill your Item Bag with cheap junk. 4. a. Enter "Raise Military Funds". Note: It will cost 10 Mana. b. Bribe Venus, Morpheus or Ares IF one of them shows up. c. Bribe the Wood Golems with whatever they want. d. Bribe the Mothmen with whatever they want. e. Bribe the Petit Orcs with whatever they want. 5. Return to HQ. 6. Repeat steps 2-5 until those Senators love<3 you. 7. Make Adell a Senator. 8. a. Have him attend the "I want more voice" bill proposed by Sen. Hotshot. b. Bribe the Senators in order from step 4b to 4e. c. Let the bill be passed. Try again if it was denied. It doesn't cost Mana. 9. Repeat step 8 with the bill proposed by Sen. Flaps. 10. Repeat step 8 with the bill proposed by Sen. Orc Head. Now, you'll have doubled the Influence of the Wood Golem, Mothman and Petit Orc Parties as well as made them love<3 you. The process is really quite simple so I shouldn't need to go any more into detail. Optionally, you could bring at least one of every item type to the Attended Bills in case Tengan appears. That way, the bill has a much greater chance of being passed because of his 450 Influence points on your side. This can be especially helpful if you're having trouble passing those bills. Additionally, you can bribe the Baciels, but you'll need to use Medicine on them before they react correctly toward specific Rarities. Along with bribing, Felonies are a huge help. Getting 99 Displayed Felonies will translate to approximately 20% increased approval on all non-attended proposals. They only work for the character proposing the bill, so make sure to put Felonies on your Mana-hording characters. See the Felony Guide by Ramash for details on Felonies. Whenever you're having a tough time passing specific bills that are really important, don't be afraid to use cell phones! They'll boost the approval of a specific Party by approximately 8%. Before you enter most Proposals, you can see an average approval percentage in the top-right corner of the screen. You can quickly deselect the character, then reselect him/her to re-randomize all bills, participants and the random Modifiers. Q: Is the effect of bribing a Senator permanent, or does it reset after the bill? A: Yes, it's permanent. It will not reset, even if you start a New Game +. Q: Is it possible that drunk Senators just want different rarities than when they are sober? A: No, sometimes they like items that they supposedly "Must Have!", and other times, they don't; it's purely random. Q: Why would anyone pass the "Reincarnate into a Prinny" bill? A: The process of getting the felony stamp to 99 and then removing it with this bill is something many people do to help keep track of Felonies, though not necessary. Q: I'm trying to get the good ending, but my Adell has killed too many of my allies. Should I pass the "Reincarnate to Atone for Sins" bill? A: Yes, that would get rid of the Felonies and ally kills on Adell so you could qualify for the good ending. Q: Do you lose Weapon/Skill Mastery when you reincarnate into a Prinny? A: Yes, you lose it just like you do on a normal reincarnation.
