On October 20, 2021, the Russian government signed a decree on the mandatory identification of messenger users on the Russian Internet. The rules come into force on March 1, 2022 and will be valid for 6 years. When registering a user, messengers are now required to request a phone number. After that, they are required to send a request to the mobile operator about the owner of the number. The operator must provide information about the subscriber from its database within 20 minutes. If the data does not match or is missing, then the messenger should refuse to register the user. The operator must record in his database a record of which messengers each number is linked to. In case of successful verification, each user will be assigned a unique identification code, which will need to be updated when changing the mobile operator. If the user refuses the services of the telecom operator, the messenger must disconnect the user within 24 hours. Let me remind you that Russia is creating its own sovereign HTTPs Internet. Now systematic work is underway to impose fines against Western media giants. The next step will be to shut down all social networks that refuse to cooperate with the Russian regime. And also the transfer of Russian users to Russian analogues of social networks. Let me remind you that from this year there is also a ban on the placement of HTTPs sites on foreign hosting for citizens of the Russian Federation. Also, Russian citizens are not allowed to sell hosting from abroad.
