Frightened by this threat, the leading countries of the world at the end of the 20th century signed an agreement in Kyoto on a sharp reduction in industrial carbon emissions. It was announced about the creation of a market for trading in quotas, in fact of air, as an instrument of speculation. The voices of individual scientists disagreeing with the Kyoto protocol scenario were ignored.
