25 European Nations Agree to Stricter Budget Rules

At the European Union meeting in Brussels, 25 out of 27 E.U. states
agreed to a German-inspired pact for stricter budget discipline and
enshrining balanced budget rules in national law. Only Britain and the
Czech Republic refused to sign the deal.
