September 12, 2013 Ban: Syria Killings a "Collective Failure" ------------------------------------------- The head of the U.N. panel investigating human rights abuses in Syria, Paulo Pinheiro, spoke hours after his panel issued a report accusing both sides of war crimes, including eight massacres by Assad regime forces and one by the rebels. Speaking at the U.N. headquarters in New York, Secretary-General Ban Ki-Moon said the international community has failed Syria on a massive scale. U.N. Secretary-General Ban Ki-Moon: "Our collective failure to prevent atrocity crimes in Syria over the past two and a half years will remain a heavy burden on the standing of the United Nations and its Member States. I hope that the current discussions related to safeguarding Syria's chemical weapon stocks will lead to the Security Council playing an effective role in promoting an end to the Syrian tragedy." .
