Joseph Scott Pemberton is accused of strangling and drowning Jennifer Laude in a hotel toilet after discovering she was transgender. Under the terms of a U.S.-Philippines deal called the Visiting Forces Agreement, Pemberton will remain in U.S. custody in the Philippines. .
