Ferguson Panel: Residents View "Police as Occupying Force"

In news from Ferguson, Missouri, a panel formed in the aftermath of the
police shooting of Michael Brown has called for reforms to address
racial injustice in the St. Louis region. The report calls for merging
police departments and courts, and curbing police use of force through
new policies, training and a statewide database of use-of-force
incidents. It concludes, "The regular use of force has led many citizens
to view the police as an occupying force."
