At Least 23 Civilians Killed as Blasts Rip Through Afghan Market

In Afghanistan, at least 23 civilians were killed, and scores injured,
after four rockets ripped through a market in Helmand province Monday.
The Afghan government and Taliban officials both blamed each other for
the attacks, as the warring parties are reportedly set to start peace
talks soon.
