Most World Leaders Congratulate Biden and Harris; Brazil, Russia, Mexico and China Hold Off

Heads of state around the world have offered congratulations to Biden
and Harris, including Canadian Prime Minister Justin Trudeau, French
President Emmanuel Macron, German Chancellor Angela Merkel and British
Prime Minister Boris Johnson. Brazil's President Jair Bolsonaro - a
major Trump ally - has remained silent on Biden's victory. So have
Mexican President Andrés Manuel López Obrador, Chinese President Xi
Jinping and Russian President Vladimir Putin. Iran's President Hassan
Rouhani celebrated Trump's loss, saying the next U.S. administration had
an opportunity to "make up for past mistakes" - a reference to President
Trump's unilateral withdrawal from the 2015 Iran nuclear deal.
